"The CTS Signal Is Down. Waiting For CTS." Error Message When Using Qmodem

After exiting Windows 3.X, Qmodem generates the following Error Message:

The CTS Signal is down. Waiting for CTS.
Press any key to continue without CTS support.

The reason for the above error is currently unknown. You must reset the modem by issuing the DL command.

You would have to try out the following procedures:

Re-issue the DL D192PRO.CLI command before loading any data terminal programs such as Qmodem.
Ensure the telephone cables are connected correctly.
